Foreign Affairs committee  I would like to start by thanking you for giving me another opportunity to speak to you briefly about the activities of Rights and Democracy, this time as regards Haiti. We must thank all of you for the committee's commitment to promoting democracy. It is no accident that it was in Canada that the heads of state of the Americas decided in 2001—at the Summit of the Americas in Quebec City, to be specific—to establish a democratic charter for the hemisphere: the Inter-American Democratic Charter.
