The question you're asking is whether or not these amendments, these changes, are in any way leading towards a greater level of opportunity for Canada to extend jurisdiction. Really, they're not. They're moving in the opposite direction. What's happening in terms of constitutional reform and within NAFO is an attempt to fix NAFO and address some of its shortcomings.
