Government Operations committee  We've already started a program. We've already been to Detroit to start with the states that are close to the border. Most of the requirements for our trades are Red Seal requirements. Government Operations committee  My main comment, again, is that I lived through the 1990s, with the huge recession we had then. What came out of that was the problem we've got today with the shortage of manpower. When there's a shortage, the problem is that the people you have already have to go to work and you don't bring new apprentices in and new young people into the markets.
