Afghanistan committee  I can tell you that we put in place the December 2005 arrangement. At that time, with the information we knew, people worked through 2006 to improve the situation. By the time 2007 arrived and we had additional concerns reported, we moved very quickly to put a new arrangement in place.

Afghanistan committee  We did have protocols in place with the Afghans for the separate treatment of any under-aged people found on the battlefield or collected. They were taken to separate facilities. They were not put in with the prison population, and they were dealt with by Afghanistan's Ministry of Justice.

Afghanistan committee  It was a major concern for me, because the prison visits were and remain extremely dangerous. It takes a high degree of training, and there is a significant degree of risk in deploying people through the streets of Kandahar and into prisons that just about anywhere can be dangerous places, but in Afghanistan are particularly dangerous, as we saw with the Sarposa incident.
