The question is not whether you have studied French, but rather, whether you speak French. Someone who may have lived in Quebec for two years and has lost the use of his language will say that he does not speak French.

For example, the government will say that in Hay River, there is only a handful. We're talking about only a few dozen, whereas the town is full of people who have been assimilated.

When you have limited budgets, particularly because of a court case that is costing us a fortune, that limits our ability to provide opportunities such as the one you describe.
