Environment committee  The James Bay and Northern Quebec Agreement was signed by Canada and Quebec in 1975. It was actually signed by the Liberal government of 1975. It's a treaty, and it's protected by the Canadian Constitution. It's part of the law. It was the first environmental and social impact assessment of its kind in Canada.
