Industry committee  In terms of the estimates, the $85.5 million over five years was in budget 2018, so that is not yet included in the estimates.

Industry committee  I think what's different this year is that the overall contribution from budget 2018 has been rolled up into a vote, if you like, in the Treasury Board context.

Industry committee  The total number for budget 2018 is included, but we will need to reconcile the departmental investments—like this particular one, for example—as we move forward in the next year.

Industry committee  No, that's a number that we will need to come back to you on. As we indicated at that meeting as well, we will be coming back with further clarifications on the $5.5 billion.

Industry committee  Minister, I think I can say that there are 450 firms in the supercluster program and—

Industry committee  —of those, 300 are small and medium-sized.

Industry committee  Honourable member and honourable Chair, FedNor is a part of the department, as are the other RDAs. It does have somewhat different machinery insofar as FedNor—

Industry committee  —is directly in the department, as opposed to in the portfolio. It is part of the department and works directly with all other RDAs.

Industry committee  In addition, the funding of northern Ontario was increased.

Industry committee  I'd be happy to answer that, Mr. Chair. In terms of the mains, there's $36.4 million dedicated to FedNor. In terms of a northern strategy, Minister Bains, I think it was three weeks ago, was in northern Ontario and announced a new northern Ontario development plan as part of the work that they're doing.

Industry committee  Very quickly, I have four or five points. I would first like to present supplementary estimates (A) for 2018-2019. There's an additional $286 million in total for the budget overall, and $160 million of that is for the department. The main component is related to steel and aluminum.

Industry committee  Okay, that would be great.

Industry committee  Well, I think it's both the department as well as working with the minister in terms of how we move forward. As you know, in the budget implementation act there were two fundamental focuses: notice and notice, as well as changes to the Copyright Board.

Industry committee  Lisa, can you speak to the specific issues around funding?

Industry committee  I think what has happened is that the National Research Council has received $540 million in budget 2018, and in budget 2017 there was $700 million specifically for IRAP. I think people are looking at the delivery of IRAP broadly, partly in the context of a review that was conducted with Treasury Board around innovation programming.
