I don't know if that means something, whether it's 1%, 10%, 20%, or whether it's great success or little success, because I have no relationship against which to compare it.

In your experience how does a minister get involved with estimates, at what stages, or do they attend all estimates? What's the typical actions of a minister with respect to estimates?

Government Operations committee  My next question is on the same area. You have leased buildings and you have owned buildings. How do you determine whether you're going to buy a building, or lease a building, and the shares, etc.? What are the calculations that you do?

Government Operations committee  Yes. I think Mr. Martin's discussion about the theories of ministers, etc., and the status of Parliament is more for an in camera session. It has nothing to do with these people who are here to answer questions about estimates, and I recommend that he get back on his topic.

Government Operations committee  Mr. Aylward, last week I was commenting with members about finding somebody that supported red tape. I was having problems trying to think of anyone, because everybody seems to hate red tape, but I've listened to your briefing and you seem to like red tape. You tie in regulations

Government Operations committee  Okay. Ms. Jones, red tape is a fluffy term that everyone has opinions on. When you're dealing with red tape, how do you know you have red tape or not?

Government Operations committee  Ms. Coombs, I heard in your briefing something about applying American-type regulations in the future and that you wouldn't have to use the one-for-one rule. Does that mean you can just toss this aside?

Government Operations committee  But it is an administrative burden, isn't it? Your people have to do this. You actually had to change labels and everything else.
