Currently, the political pluralism in the population is not reflected in Parliament in Ottawa, at the Quebec National Assembly, or in any provincial legislature. I think that's a major problem on a democratic level. The votes are not equal.

I said it was essential to change it and that it was just as essential, at the same time, to have mechanisms to achieve equal representation and inclusion. It's not the same.
