Fisheries committee  That's an interesting question, because there are obviously two sides to that. If you talk to people in the aquaculture industry, they often compare themselves more to the agriculture industry. I guess that decision would be made at a higher power than mine. It's not really somet

Fisheries committee  Yes, I would concur. Legislation without somebody to enforce it doesn't work. If you look at it, we went from, I think, some 50 offices down to 16, and with a self-policing model. If you're going to have legislation, you need bodies to enforce it. If not, it's not worth having.

Fisheries committee  I guess the important thing as it moves forward into new parts of the act is proper consultation with provinces, territories, and aboriginal groups so that everybody is at the same table. One thing we don't want to do is create red tape where there's duplication. I think that's o

Fisheries committee  Thank you, Mr. McDonald. In my opening, I did say that we feel that by opening the Fisheries Act and making these changes it gives us an opportunity as well to make some other changes that I think we feel are long overdue. One of those is the owner-operator and fleet separation

Fisheries committee  Again, it links back directly to the earlier comments, I guess, about owner-operators and fleet separation. We have had those people in our province since 1996, and we were the first province in Canada that looked at our harvesters as professionals. Having this as policy but no

Fisheries committee  In June of 2015, the provincial House passed unanimously our support for the first 115,000 tonnes being harvested by the inshore fishers. We continue to support the first 115,000 tonnes for the inshore. The inshore will provide the most direct benefits to the province. Whether it

Fisheries committee  That is a program we introduced in this year's budget. It is a small program of $2 million. The focus in that program was to look at funding projects or helping harvesters or processors who are interested in advancing equipment. For example, in that program, we partnered with som

Fisheries committee  Yes, it is a contribution towards capital cost. One thing I can assure you—and Mr. Efford will appreciate this—is that there is no funding for gillnets.

Fisheries committee  I think it comes back to one of Senator Wells's points about a management system where we bring the province, the federal government, and all stakeholders together and make sure that when we set out the parameters of this new fishery—because remember, it is not the fishery of 199

Fisheries committee  I think it all comes back to science, to knowing what's there and what effect one has on the other. Mr. Efford just showed me a picture of what was dinner for a codfish. It was probably 10 or 12 female snow crab. We need to make sure the ecosystem is balanced. I guess that woul
