Government Operations committee  Yes. So far, prior to any significant change or anything dramatic, I think we receive very good service from Canada Post. I view Canada Post as a necessary service and not necessarily just a business.

Government Operations committee  I think that periodic delivery would be fine. I think that's a better solution than community mailboxes in rural areas, so I would say temporary delivery there, or—

Government Operations committee  I'm not sure I completely understand. It's moving post offices to where?

Dr. Thomas Kozloski

Government Operations committee  I've lived in Canada for 13 years. That's the model I am most familiar with. I go to Shoppers for my postal delivery, to pick up packages and things like that. I think that's a very acceptable way to deliver postal services.

Government Operations committee  No, I don't believe we were consulted directly, but I know that two years ago we submitted a written brief expressing our concerns about the proposed changes. I'm not sure in what context that was, but there was a letter submitted from our organization.

Government Operations committee  I'd rather go with a lower cost, I would imagine, as long as we can still deliver, not necessarily every day, but on some kind of regular basis.

Government Operations committee  That's a very good question. Without any kind of study, I'd probably say that if we could reduce the cost a bit, that would be preferred, as long as we had not necessarily daily delivery, but delivery of the mail to people with mobility issues. I kind of buy into Anne's point that it's not necessarily required every day.

Government Operations committee  We use a third party to do that, and I'm not sure exactly how that's connected. Again, we rely heavily on mass mailings through Canada Post.

Government Operations committee  I think that's a good assumption.

Dr. Thomas Kozloski

Government Operations committee  As I mentioned, we really don't have anybody to pass that cost to. That would come out of our cost structure and it would decrease our ability to.... Fundraising is difficult enough, and that would just take away from amounts that were fundraised and impact our ability to conduct our mission.

Government Operations committee  I would consider direct door to door, at the end of a driveway, in a community box, or inside a building like a condo or an apartment building all to be door-to-door delivery.

Dr. Thomas Kozloski

Government Operations committee  I don't think we have any way to determine that, or where they're ending up. We're concerned that some have suggested that community mailboxes result in a slower or less productive response to these kinds of mailings, but I don't think we know if something is delivered to a door or to a community mailbox, for instance.

Government Operations committee  No, we have not.

Government Operations committee  I apologize, but I don't know the answer to that question. I really don't.

October 4th, 2016Committee meeting

Dr. Thomas Kozloski

Government Operations committee  That Canada Post continues to be a viable entity and accessible to all, whether it's through reasonable compromises with community mailboxes or direct home delivery or whatever, is very important to us. We want Canada Post to continue to be a viable, accessible public service.
