One idea I had at that time was a kind of surcharge for all visitors coming into Canada either by commercial air, by bus, or by boat. Let's say it was even $10 or $20 per head. Millions of visitors come in. We could easily generate tens of millions of dollars that way, and it wouldn't cost Canadian taxpayers a cent.
