We told the promoter that they shouldn't hold tickets back and to put them on sale, but they didn't. They held them back

Canadian Heritage committee  Let me jump in. You said there is a bit of a practice of holding back tickets to manage the pricing. Is that manipulation? Are you falsely creating a sellout and then releasing tickets?
