There is a lot of information on what is legislated and regulated on equalization that lays out how the calculations move forward. I think your question is whether or not every single input is in legislation and regulation.

Finance committee  Let me clarify. When I was talking about the various inputs, there are two kinds of inputs we are looking at. The first kind of input is information, really, around the legislated piece in terms of updated data for the population, provincial revenues, tax bases and other information.

Finance committee  I just wanted to clarify that it's the funding that comes to us, and not the funding that's going out to the various groups. As you can imagine, there are quite a number of negotiation tables at the moment across Canada, with many different groups. Those agreements are under way, and mandated.

Finance committee  I'll be the one answering again. There's a long history behind this. Back in the 1960s, provinces and territories had the ability to use opt-out arrangements. Quebec had an opt-out arrangement for a funding program for which they had already provided funding for 16- and 17-year-olds.

Finance committee  Thank you for the question. There was a 3.9% increase in 2018-19, and a 4.6% increase in 2019-20.

Finance committee  Yes. We use a three-year moving average of the nominal gross domestic product. That was what was agreed to, and that's how we make the calculation. This is how the calculations are done every year. That's why the health transfer increase is similar to the increase in other programs, such as the equalization program.

Finance committee  We make that information available on our website as we do the calculations. As you know, the calculations are based on a three-year rate. Right now, they are growing year to year. The increase of $879 million that you see this year is again based on, as I just described, that three-year multiplying of our 2018-19 amounts by the 4.64% increase.

Finance committee  We continue to look at the calculations, at the inputs of what that equalization looks like moving forward, from all of the inputs that we use to do that. We don't have calculations that are publicly available on where that is going. You're right that it is a three-year rolling average.

Finance committee  Indeed, it was in 2018 that it received royal assent, and we do updates every five years, so the current period of renewal goes from 2019-20 to 2023-24. We have ongoing conversations on equalization through those discussions and we have input from the provinces and territories on what that looks like.

Finance committee  When we do the renewal of that equalization and we have new formulas or new information put forth, that becomes public. The conversations we have with the provinces and territories on how we're doing that work goes into discussions until we reach a final conclusion.

I'll just note that this is the Canada health transfer for which the main estimates has over $40 billion estimated. Essentially, this program grows in line with a growth track.

Health committee  Certainly the safety of health care workers is a concern. With regard to provinces and territories, the way we work with them is through a series of committees, so we do have a problematic substance use and harms committee that is made up of officials across governments. The issue of methamphetamine use has come up and is being discussed actively within that committee, including finding solutions for prevention and treatment with regard to it.

As we have seen, it is clear that cocaine is the norm in Quebec. My colleagues will be able to tell you more about that, but the way drugs enter the country and their price may have an influence.
