Finance committee  You are correct. The provinces derive their power through the Constitution. We learned that in the Comeau case last year, and there was a prior Supreme Court case as well.

Finance committee  It's not incorrect; it's up to the provinces. Currently, there are three provinces that allow it to some degree. It's really the provinces that control it.
