Industry committee  Connect to Innovate as a program was very well designed. In terms of implementation, it has been not so effective. In the case of Nunavut, where we were very excited—as Jeff was just talking about—open gateways, open backbones, that was where the funding was supposed to go. There's no retail price regulation under the Connect to Innovate program.
