I'm not aware of the report from 2002, but I think the issue will continue to be the balance of funding and ensuring that the funding is getting to the right institutions and the right researchers across the country in a way that is fair and equitable.

Science and Research committee  Absolutely. Canada's universities provide housing or help students with housing. The big issue has been with huge numbers of students arriving in certain areas of the country. Some of the immigration measures have addressed that, but the challenge has been the perception that it has been a universities' issue.

Science and Research committee  I think that's a bit broader than our mandate. Our mandate is around—

Science and Research committee  My answer is that it's not really within our mandate, the Canadian economy.

Science and Research committee  I think we try to make sure that our role in advocacy, our lane in advocacy, is to help our universities.

Science and Research committee  What I would say is that our universities are producing the talent who are doing the important work of looking at inflationary pressures, the political science work and the economics work. The experts you hear on the radio every morning come from our universities.

Science and Research committee  Every one of our universities is looking at those measures for housing and being more efficient at all times.

Science and Research committee  At the moment, we are not advocating to the federal government on those measures.

Science and Research committee  Thank you very much, Mr. Cannings. Yes, in fact we represent universities from ACCRU, from U15 and another sort of mid-level layer as well. Canada has a very well-respected research ecosystem, but it is just that—an ecosystem. We do need the research-intensive universities to be doing the excellent research, but we also need to recognize that excellent research is happening at the smaller institutions as well.

Science and Research committee  Good morning, members of the committee. Thank you for inviting me to appear today to discuss the important issue of funding for Canadian educational institutions. Universities Canada represents 97 institutions of all sizes, from research-intensive universities to comprehensive regional institutions to smaller focused institutions, all of which are part of our rich and varied research ecosystem.

Science and Research committee  In my opinion, the new list will be published soon. It will be useful for our community, as it will let it know how to move forward.

Science and Research committee  Our understanding is that, when the restricted entities list—or I think it's the named organization list—and the sensitive research in technology area list merge, federal funding would not be made available to researchers who are applying for that. I think the details on how current partnerships with those working in those areas would have to wind down are still to be determined, but that's our understanding as to how the lists are going to be applied.

I would say that the amount of funding from provincial governments has decreased over the years, and universities have been making that up through international students to a certain extent. However, the research piece has been separate. The research funding does not go into the core budgets.
