At the time, the minister in Quebec, Mr. Jolin-Barrette, had also made a public apology, as he had set aside immigration files. The two governments are in somewhat of a competition to see who will look good, but the result is often the opposite.

Each year, the Commission des partenaires du marchĂ© du travail, the entire group that you mentioned, publishes the trades and professions that are in deficit or surplus. In our opinion, it would make perfect sense for a mechanism to be triggered as soon as a profession has a deficit.

Industry committee  Where jurisdictional overlap occurs, it is essential that governments work better together. I agree with you: in its current form, the temporary foreign worker program is outdated and absolutely needs to be modernized. It was designed when the unemployment rate was between 12% and 15%.

Industry committee  Thank you. To come back to experienced workers, I would say it's good that you have focused on them. They are a group that we can reach and very quickly bring back to the labour market, particularly if we eliminate the perception that they are working for nothing. We often hear that they will lose the guaranteed income supplement, that they will be required to return some of it to the government.

Official Languages committee  I'll be brief. We do indeed have concerns about the two jurisdictions, particularly with respect to annual reports and complaints. In more than 80% of cases, federally regulated businesses already comply with the Official Languages Act. The legislation of both levels of government needs to be harmonized to keep businesses from feeling squeezed between two different administrative burdens, neither of which takes precedence over the other.

It's true that it's extremely important to keep the French language strong, by which I mean the vitality of French in Canada, but we strive to place a heavy emphasis on the quality of the language.
