What I don't understand is why the request would have gone to the premier or the Solicitor General. Did it come from the chief of police, or did it come from the mayor? Would that be both what information you had on the table and also any other anticipation or concerns around other information that may come forward and that may influence a shift in terms of what people were doing or what they were up to?

Declaration of Emergency committee  I'm almost loath to open this subject again, but in terms of internal reviews, from FINTRAC's perspective, how would you normally do an internal review of a particular week of unusual activity or such? I'll give you the context. In policing—that's my background—if you're generally involved in an incident, you would have an automatic review that would take place to look at all the steps that were taken and what may or may not work in the future.
