First, there's a personnel shortage. We currently have approximately 13,000 active officers, but, according to the calculations of various military experts, at least half are colluding with gangs.

To attract the support of the local population, the gangs normally try somehow to protect the population that was in their area. Over the past year, however, there was less and less consideration for the public during gang wars, especially in the unprecedented confrontations that occurred from May to July of this year.
