Industry committee  I think the key point is that the anonymized data includes modifications to the data as well as the additional controls that the data user or data recipient has to put in place—additional security controls, privacy controls and contractual controls. It's not just about the data; it's about the additional controls.

To the extent that any additional requirements increase uncertainty or add additional hoops for organizations to know what they have to do, it generally results, in some places, in paralysis or important decisions not being made.

My comments today are based on my experience with anonymization over the last two decades, both in the context of research and applications and of practice.
