I did have a certain delegation of authority, but I also received approval authority, depending on the value of the requirements. Depending on the value, there would be a level I would go to, whether an ADM, a senior director or a director.

Government Operations committee  Yes. We don't have any oversight on what commissions are or what the cuts are or how payment is made between prime contractors and subcontractors. Our calculations are based on the firm per diem rates that are in the contract.
