Justice committee  I'll start, and then maybe Kiran can jump in. I think the issue is twofold. It's internally with police organizations and police officers, and then more importantly with community because of misinformation and lack of information. This is a complicated issue. In my recommendation I mentioned the importance of consultation with community because I think this is a bit of a moving target and may be addressed through some regulation so it can be more easily changed as things evolve.

Justice committee  I can tell you we do work with our partners. All the GTA services have helped us with policing personnel to police the protests that are both spontaneous and planned. The province as well has been very receptive to providing resources through the Ontario Provincial Police, so we have had help from our neighbouring police organizations.

Justice committee  Yes, if it's a criminal offence, we do take action and investigate those occurrences. With respect to the University of Toronto, we are working with the administration and the campus police there. When reports of criminal activity occur and they take an occurrence, if they send it to us, we will engage in the investigation.

Justice committee  One is obviously in the purview of the province, given that they're responsible for policing. The other three might be appropriate within this forum. First, create dedicated hate crime units mandating a hate crime course for investigators and culturally sensitive training. This will provide service members with the foundational knowledge of the practice of religions such as Judaism and Islam, as well as enhanced understanding of the community impact of hate crimes, and it will ensure a consistent investigative approach.

Public Safety committee  Since 2018, there have been 1,300 offenders and over 5,000 charges. To your previous question and to Deputy Chief Milinovich's comments around folks that get involved in these types of offences, like I said earlier, almost 50% are repeat offenders, specifically with car theft or carjacking but also other violent offences.

I can tell you from our experience here in Toronto as well as from the statistics coming out of the provincial carjacking task force that almost 50% of those involved who we've apprehended are repeat offenders. Of them, about a third are young offenders.
