The Mi'kmaq Rights Initiative is seeking consensus—that's my understanding—on the best ways to implement the aboriginal treaty rights for the Mi'kmaq. Can you talk about what progress has been made in the last 20 years? Do you believe that the study by FOPO—our committee here today—has any benefit to add to the work you do, or could it undermine the progress that you've made or the process that you're in?

This community needs to know they are safe and have the protection they deserve. All Canadians need to know they are safe. When indigenous people exercise their rights, they need to know they are protected.

As parliamentarians we must take immediate action to keep Mi'kmaq fishers and their communities safe from the ongoing threats and acts of violence that are happening there.

I know, for example, that the legislature is sitting today in my province of Ontario, and they've announced that they're going to two sittings a week. The Budget  There was literally nothing to talk about. He was a minister. He called a judge. He resigned. It was simple. John Duncan, a very distinguished former aboriginal affairs minister in the Harper government, a man with an unblemished record of integrity and unimpeachable character, praised by members of all parties for his work, once was approached by a constituent who had a problem with a quasi-judicial body.

I'm grateful for understanding that aboriginal title is the issue that lies at the heart of our current disputes out here in British Columbia and that the recognition of title belongs with the rights-entitled holders, who are the hereditary chiefs.

In the Delgamuukw decision, the court decided that there was title that would be recognized in a national group. The content of that title would be fee simple-like. The Tsilhqot'in case showed that there would be beneficial interest in the land that the first nation would exercise.
