Industry committee  I would say that our department and portfolio and other government departments are all working to implement the innovation and skills agenda as quickly and effectively as possible. There are four components to that. One is around people and skills. You heard the minister talk earlier about the CanCode program and our STEM initiatives.

Indigenous and Northern Affairs committee  It was a great agreement, but as usual when you're dealing with the federal government and provincial bodies, there was a lot of apprehension. Maybe just talk about that. At the time the minister was John Duncan. It took several years to get this agreement. What were the obstacles to this agreement? When you're dealing with schools on reserve, as you know, Darcy, everybody wants to keep their money, to keep their education and to keep their culture.

The Budget  There was literally nothing to talk about. He was a minister. He called a judge. He resigned. It was simple. John Duncan, a very distinguished former aboriginal affairs minister in the Harper government, a man with an unblemished record of integrity and unimpeachable character, praised by members of all parties for his work, once was approached by a constituent who had a problem with a quasi-judicial body.

The Budget  Do members know what happened to him? He resigned. He was done. In the previous Conservative government, former minister John Duncan received some input from a constituent about a case that was before a quasi-judicial board. He had no personal interest in it. The constituent was raising a legitimate grievance about how he had been treated in the process.

Indigenous Languages Act  I have to go back to the Harper government. It cut over $60 million for indigenous organizations. John Duncan, from Vancouver Island, was the then aboriginal affairs minister. When he was put in that position in 2012, he said the Conservatives would change the funding model for aboriginal organizations and tribal councils, focusing on the areas that matched the Harper government's priorities.

Wrecked, Abandoned or Hazardous Vessels Act  The number of derelict and abandoned vessels skyrocketed, with no action from the Harper government. In fact, John Duncan, who at the time was the MP for Vancouver Island North, noted that we should have something similar to what is in Washington State, which has very robust legislation that deals with the vehicle owner-operator piece to ensure that there is someone to pay for cleanups, yet even though he was in cabinet and sat in government for 10 years, we saw no action.

Impact Assessment Act  Mr. Speaker, I appreciate the opportunity to speak tonight in support of Bill C-69. Before I begin, I would like to acknowledge that we are on the traditional territory of the Algonquin and Anishinaabe peoples. Business of Supply  I was in Marten Falls on the 100th anniversary of the signing of Treaty 9. We went up the river. Duncan Campbell Scott came in his canoe to sign it with the people of Ogoki Post. On that 100th anniversary, a man stepped forward and started to speak in Oji-Cree. He apologized that he did not speak English.

Many of us watched as Donna showed up to work almost every day while she underwent surgery, radiation, and chemotherapy.

For the first time ever, we worked with the former aboriginal affairs minister, John Duncan, for two to three years in our city, and the Whitecap Dakota First Nation. The graduation rates for indigenous students in this country are deplorable. What are we going to do? There are two things we can do.
