Mr. Chair, perhaps we could use the term “a party official”. It could be the house leader, the whip, someone from the party leader's office, that is not for us to decide, but it must be someone who has something to do with our caucus administration. It does not matter to me whether the person is from the house leader's office, the whip's, or the party leader's. So we could say “a party official”.
