I'm not absolutely familiar with Chief Blair's paper, but in a general sense we view this as a tool. So as a tool, the wider it can be applied, the better. I made reference to the ability to have people who have been convicted of weapons offences placed on the index. It's possible that offence--the possession offence--doesn't in and of itself seem to be that serious, but undoubtedly these people are possessing these weapons for a purpose. And later on, of course, when these weapons are abandoned at the scene of a shooting or whatever, the fact that DNA is in the databank and possibly on the weapon leads very well to the issue of proportionality.
