Ms. Bernier suggested that the criteria that we use for these kinds of incursions into privacy have to do with proportionality and necessity and also how that information is used. That was very helpful for me. When I read the chief of police's statement, it sounds like convenience is the overriding desire. Could you comment on that? I wonder if you really think it's about proportionality and necessity and how you would prove that, in light of what Mr. Rondinelli said about the actual effectiveness, or the diminishing returns on this kind of expansion.
