That's a no brainer, if I can put it that way. With other proposals, we've had some debate over the years. Why has it taken 15 years to come here? Maybe that's just the way the system works. Consultations take a while. Canada ratifies conventions at certain times for a whole bunch of different reasons.
So that's a question I don't even think a minister could answer, to some degree.
