Transport April 9th, 2003

Mr. Speaker, this is a matter that is currently before the Canadian Transportation Agency. It could be the subject of appeal. Certain recommendations have been made by the agency, and VIA has been asked to respond to the particular questions at hand. The assurance I gave is that these cars certainly would comply with our accessibility standards and I maintain that position.

Airline Industry April 9th, 2003

Mr. Speaker, we are currently assessing the impact of our policy on small airports across the country, as well as Air Canada's situation. We are looking for a solution that will be fair to all Canadian travellers.

Transport April 7th, 2003

Mr. Speaker, the port divestiture fund process was applied here. There was notice in the community. The individual company that was to receive the port made adjustments to reflect Transport Canada's wishes in making 50% of the shares in that company open to the local community and four out of seven members of the board of directors. This is a matter of local controversy and we recognize it. All the normal procedures were followed. It is really a matter of local politics and local personalities.

Ethics April 7th, 2003

Mr. Speaker, these are matters between the member for LaSalle--Émard and the ethics counsellor. We have been consistent in all of the answers that we have given, the Prime Minister in particular. The former minister of finance followed all the rules, followed all the guidelines. We believe that should end the matter.

Mr. Speaker, we have made it clear a number of times that the former minister of finance followed all of the rules, all of the conflict of interest guidelines. I should say that those were guidelines that were based on guidelines established by the previous Conservative government, of which the right hon. member was a member. He should know that before he asks such spurious questions in the House of Commons.

The fact of the matter is that he should not be coming in here every day maligning the reputation of the former minister of finance.

Mr. Speaker, the Prime Minister has established clearly in the House that any minister faced with a conflict of interest must withdraw from the discussion and he has not been informed that this particular rule has been contravened in any way.

The former minister of finance, as we have stated, followed all the rules established by the previous government, of which the right hon. member was a member. I do not think there is an issue here.

Highway Infrastructure April 2nd, 2003

Mr. Speaker, unfortunately, the Quebec government has not yet signed the federal-provincial agreement for infrastructure funds. If that can be done, there will be enough money to improve this highway.

Airline Industry April 2nd, 2003

Mr. Speaker, once again the hon. member mistakes the case. The fact is that the government was prepared to provide a short term loan guarantee to enable Air Canada to get debtor-in-possession financing. Air Canada did not require that fully secured government loan. It has raised the money itself. I wish the hon. member would stick to the facts and then he would perhaps ask intelligent questions.

Mr. Speaker, again I might remind the hon. member that the policy of the government following the merger with Canadian Airlines was supported by the New Democrats. It was supported by Reform. It was supported by the Bloc. We were all together.

Now it appears that the hon. member is reversing her stand. The fact is that Air Canada is now availing itself of a statute to reorganize and after that reorganization I would think that it will be in a better position to compete and give good service to Canadians.
