Mr. Speaker, I think there is some confusion on the other side, from this perspective: They believe it is government's responsibility to create the jobs. From our side, we believe that we need to create the conditions for business to create the jobs. That is, the full-time permanent jobs that matter.

It is those conditions for success that we are implementing: low taxes, global trade opportunities, investment policies, and a skilled workforce. When we get that, we get those good jobs.

Mr. Speaker, it is a pleasure for me to give some statistics to our hon. member so that she gets a strong sense of how good manufacturing has become in our country.

We have leapt from sixth to second place in ranking as one of the most attractive destinations for business. That is according to Bloomberg. Our manufacturing sales have bounced back and are 25% higher since the start of the recession, which was the worst recession we have all experienced in our lifetimes.

We understand well that manufacturing employs close to two million Canadians, and almost all of those are full-time jobs. That is a record that we are proud of.

Mr. Speaker, our government is committed to developing, attracting, and retaining the world's most talented researchers in Canada. That just makes sense.

Last week I met with Canada research chair Dr. Goldie Nejat, who works in advanced robotics at the University of Toronto. She provides forward-looking solutions in health care and emergency response situations.

Our government is committed to providing record investments in research to push the boundaries of knowledge, create jobs, and improve the quality of life for all Canadians. I hope all members of the House will join me as we honour Canadian scientists during National Science and Technology Week.

Canada is ranked first in the G7 for investments in research and development in our colleges, universities and other research institutes.

That is why our government has invested $1.5 billion in the creation of the Canada first research excellence fund, which allows post-secondary institutions to identify their strengths and conduct world-leading research.

That is why this government will introduce legislation shortly to end pay-to-pay billing practices in the telecommunications sector because what Canadians have been very clear on is that they expect lower prices and better services from our telecommunications providers. That is what we are going to do.

Mr. Speaker, as the hon. member knows, the pyrrhotite issue falls under provincial jurisdiction.

The Government of Quebec has launched a very important program to provide financial assistance to owners who are dealing with pyrrhotite damage.

I urge people affected by this issue to contact the Société d'habitation du Québec.

Mr. Speaker, if we want to talk facts, let us talk a few things here. Canadian federal departments and agencies produce over 4,000 science publications every year. Fact. Environment Canada fielded nearly 2,500 media enquiries and published about 700 peer-reviewed articles this past year. Fisheries and Oceans Canada fielded 1,600 media enquiries and published 500 peer-reviewed articles last year. When it comes to science and technology, on this side of the House, we are interested in the facts.

She also knows that Canada is ranked number one in the G7 for our support for scientific research and development in our colleges, universities, and research institutes. Ministers are the primary spokespersons for government departments, yet scientists have been and are readily available to share their research with Canadians.
