Democratic Reform March 6th, 2014

Mr. Speaker, today, in committee, the Chief Electoral Officer confirmed that the Conservatives' electoral reform bill reduces Elections Canada's ability to fully enforce the act. Mr. Mayrand said that without the power to compel testimony, the commissioner's ability to carry out his investigations will remain limited.

The Conservatives do not want to grant that power, for fear that we would find out the source of the fraudulent election calls.

When will the Conservatives stop protecting those responsible for election fraud?

Canada-Honduras Economic Growth and Prosperity Act March 6th, 2014

Mr. Speaker, I want to thank the minister for being here.

I have a quick question for him. I am trying to reconcile his earlier statements in his first intervention, when he said that the Honduras negotiations for this free trade agreement took four or five years. He can correct me if I am wrong, but now, all of a sudden, we can debate it in a day or two or whatever time has been allocated to us.

It took forever to negotiate an agreement with a country to which we export only $38 million of goods a year. There seem to be all kinds of complexities involved in the deal if it took so long to negotiate. Meanwhile, we cannot even get the time to debate those complexities.

Can the minister clear up those contradicting statements?

Sports February 28th, 2014

Mr. Speaker, Canada's Olympic athletes have inspired us with exceptional performances in Sochi, just as our paralympians will in the coming weeks.

At a time when obesity rates are rising and driving up health care costs, we should be seizing this momentum to encourage more participation and healthy lifestyles. The Conservatives have wasted this golden opportunity by presenting a budget that cuts funding for sports and active living.

Given that the best health care cost is the one we do not have to spend, when will the government take concrete action to make improved fitness for all Canadians a national priority instead of gutting investments in sports infrastructure?

Strengthening Canadian Citizenship Act February 27th, 2014

Mr. Speaker, I would like to congratulate the parliamentary secretary. I never had the chance to congratulate him here in the House for his nomination since he became parliamentary secretary.

I have just a quick question. At the beginning of his speech he was saying that the reason the bill is before the House is that there have been a lot of fraudulent applications, like people living outside the country, and people using false documents. I would think that would already be breaking the law and I am not sure why he would need this extra piece of legislation. I would think we would need an extra piece of legislation to help people who want to obtain their Canadian citizenship.

I previously asked my colleague from the Liberal Party about being a member from the Toronto area. This member is from the Toronto area. Does he not see cases where it is a huge problem getting Canadian citizenship with proper documents? Applicants are waiting for way too much time and are also waiting sometimes because the fee is too high. Can he comment on that?

Strengthening Canadian Citizenship Act February 27th, 2014

Mr. Speaker, my colleague from Markham—Unionville spoke a bit about the waiting times for people to get their citizenship. Being from the Montreal area, I know that the wait times there are easily four and sometimes up to five years. If person is not able to make the first appointment because of illness or some imprévu, as we say in French, it could go on and on. Some of these people have come here to become citizens.

I am wondering if my colleague has had any personal experience, being an MP from the Toronto area, where there are probably more immigrants waiting for their citizenship.

Second, what is my colleague's feeling about the fee, which is going to be increased. These are people who probably cannot afford to pay the fee. Sometimes they put off getting their citizenship, because they cannot afford the fee. How does the member feel about having an increase in the fee while having a decrease in services?

Mr. Speaker, I have a number of petitions, but I will read just one of the many signed by thousands of Montrealers and Quebeckers.

The people are asking the following of the Minister of Finance and the Prime Minister:

WHEREAS

1. Labour funds are often the primary source of savings for retirement;

2. Labour funds are a savings tool for the middle class;

3. Labour funds invest in SMEs, creating jobs and driving economic growth;

4. The Government of Canada announced in its 2013 Budget Speech that it intends to eliminate the 15% labour fund credit—

Petitions December 4th, 2013

Mr. Speaker, a thousand people have signed a petition reminding the Prime Minister, the Minister of Finance and all members, particularly in the Conservative Party, that labour-sponsored funds, which are often used as a primary tool for saving for retirement, are savings vehicles for the middle class. These investments often go to small and medium-sized businesses.

The petitioners are calling on the Conservatives, the Minister of Finance and the Prime Minister to take all necessary steps to reverse the government's decision to eliminate the 15% federal tax credit granted to people who invest in labour-sponsored funds, as announced in the budget on March 21, 2013.
