Madam Speaker, I will start again. The debate on this bill has been completely inadequate. This is, in fact, the first time that I have had an opportunity to speak to this bill. I have tried in the past to get up and speak, ask questions and raise comments. This bill is completely inadequate. The Canadian government has failed to meet any of the climate targets that it has committed to, nine of them in a row. This bill would not hold the government to account.
