Currently, the programs support rather conventional agriculture. When you get into unconventional production, long rotations, novel crops and such, there is much less support. Programs are designed for conventional crops, but as soon as you move away from that, they're difficult to insure.
This means that innovation is very difficult and is often the producers' responsibility.
