Soil is a regional reality in Quebec, Ontario and so on. A big distinction can be made between the east and the west. There are broad principles, but the climate situations are very different. If we want very effective programs, flexibility is needed when adapting the programs. They are too inflexible, so regional accommodations are needed to take local realities into account.
