Mr. Hancock, you spoke to this already, but one objective of Bill C-39 is to encourage parties to resolve disputes at the bargaining table before a work stoppage occurs. Do you agree that providing mediation and conciliation supports earlier in the bargaining process could help the parties reach negotiation settlements?
