Ms. Bruske, I want to ask you a question that I've put to some other witnesses today.
When the ministers were here yesterday, they seemed to think this report by a special mediator that is public would be the panacea that fixes everything. I don't think it would be. When I probed a little further, I asked the minister what would happen if the special mediator report found that the employer was bargaining in bad faith. I said that surely then the use of section 107 would be off the table. She would not confirm that or agree with that, which means it's still available for the minister to use. What are your thoughts on that?
