The minister was here yesterday, and she said that she believes the new things they're adding to section 107—the national interest and various other tests—put guardrails around the use of section 107.
I probed a little further and asked her if the government wouldn't have considered all these things when it used section 107 an unprecedented number of times in the last number of years. She didn't really answer, but she sort of indicated that those are the things they take into consideration.
Are there actually any guardrails on section 107 that they've put forward in this legislation?
