Ms. Payne, Unifor has often emphasized the importance of meaningful collective bargaining. Would you agree that measures encouraging parties to engage earlier in negotiations can improve the likelihood of reaching agreements without labour disruptions?
I'd like to touch on the transparency piece of the special mediator's report. I think, from the outside looking in, there's a lot of power in naming and shaming. People on the outside of these negotiations don't know what's happening. It's a really powerful tool to be able to name and shame someone who's not acting in good faith.
I'd love to know your opinion on that.
