We would be prepared to consider that, as long as they are formulated in a way that allows for verification and to ensure there is no abuse. The issue for us is not so much determining what is essential, but evaluating the consequences of the strike on the national interest and then authorizing intervention, regardless of a predetermined classification, which could sometimes lead to arbitrariness.
