It is clear that in recent years—and this is why we welcome this project so much—there has been a long period of time before some approving authorities recognize that the file is complete and then give the authorization with all the conditions that typically industries are prepared to go with.
I guess the purpose here is to make sure that things are done efficiently and rapidly, again without compromising the quality of the review.
