The cost of 1 gigabyte of data has decreased in Canada compared to how much it cost five years ago. However, consumption is increasing. As a result, Canadians' monthly bill is higher, but it's because they consume a lot more. It's like going to the grocery store and filing up the cart with a lot more products than the previous week and then being surprised that the grocery bill is higher. In reality, it's the consumption that is higher.
