I would make a two-part recommendation specifically regarding environmental legislation, such as what we are considering here: first that the scientific information that is used be clearly separated from the policy that flows from it, so that citizens can see how the science is being used. One shouldn't mix science and policy. I think COSEWIC's recommendation and subsequent listing is a good example of that demarcation.

The second part of my recommendation would be that the government recognize that decisions should be evidence-based.
