That reference is to page 23, I think

Elizabeth May Green Saanich—Gulf Islands, BC

That's correct. That's where you find section 29, which reads in part, “The Agency may delegate to any person, body or jurisdiction”.

Liberal

Darren Fisher Liberal Dartmouth—Cole Harbour, NS

Are those the last two lines on page 23?

6:55 p.m.

Green

Elizabeth May Green Saanich—Gulf Islands, BC

Basically yes, and on to page 24. Section 29 is currently nullified. That section would “cease to apply to a designated project if the impact assessment of the project is referred by the Minister to a review panel.” The Canadian Environmental Law Association's advice is to leave section 29 in. You still have the opportunity to consider a delegation.

Do you want to delete sections 25, 26, 27, and 28?

Elizabeth May Green Saanich—Gulf Islands, BC

No, those remain in place.

The Chair Liberal Deb Schulte

It's just making the change.

Oh, I see, yes.

6:55 p.m.

Green

Elizabeth May Green Saanich—Gulf Islands, BC

Those are already deleted. Well, they're not deleted; they don't apply when there's a reference to review panel.

Liberal

The Chair Liberal Deb Schulte

Yes, okay.

This is advice from the Canadian Environmental Law Association, and I thought it was good advice, so I prepared an amendment.

The Chair Liberal Deb Schulte

I think it's clear.

Shall PV-28 carry?

A recorded vote.

6:55 p.m.

Liberal

The Chair Liberal Deb Schulte

We'll have a recorded vote.

(Amendment negatived: nays 7; yeas 1 [See Minutes of Proceedings])

We'll move to NDP-30.

We're on line 6 at page 22. We're moving forward here. Line 6 has to do with public participation.

6:55 p.m.

Liberal

Darren Fisher Liberal Dartmouth—Cole Harbour, NS

That doesn't make sense.

6:55 p.m.

NDP

Linda Duncan NDP Edmonton Strathcona, AB

It's after line 6.

6:55 p.m.

Liberal

The Chair Liberal Deb Schulte

Yes. This isn't drafted right.

Okay, so what's your amendment? You have “replacing line 6 on page 22”, which says “to collect that information”.

6:55 p.m.

Conservative

Ed Fast Conservative Abbotsford, BC

It is right.

You're right.

I'm simply adding in those words.

She's adding “or a federal authority”.

6:55 p.m.

NDP

Linda Duncan NDP Edmonton Strathcona, AB

It's replacing that line.
