Mr. Mazier, do you agree?

Sure.

The Chair Liberal Francis Scarpaleggia

We're not going to order; we're going to request.

Yes.

The Chair Liberal Francis Scarpaleggia

Madame Chatel, go ahead.

11:50 a.m.

Liberal

Sophie Chatel Liberal Pontiac, QC

Thank you, Mr. Chair.

One of the important elements we need to study are developments in Europe concerning carbon price adjustments on imported products.

Other countries are also implementing carbon pricing—Canada is not alone. Countries without carbon pricing will be charged for importing their goods. Europe is proving to be a leader, as is California.

The Chair Liberal Francis Scarpaleggia

One moment, Mrs. Chatel, there is a point of order.

11:50 a.m.

Conservative

Dan Mazier Conservative Dauphin—Swan River—Neepawa, MB

I don't know what the relevance is. We're just asking for a report. She's talking about carbon tax on imports. I don't know what that has to do with it.

11:50 a.m.

Liberal

The Chair Liberal Francis Scarpaleggia

We're talking about carbon pricing.

Carry on, Mrs. Chatel.

11:50 a.m.

Liberal

Sophie Chatel Liberal Pontiac, QC

I propose we have a report on this because it's closely tied to the future. Unfortunately for the Conservatives, without carbon pricing, we will no longer be competitive internationally.

11:55 a.m.

Liberal

The Chair Liberal Francis Scarpaleggia

Are you proposing an amendment?

11:55 a.m.

Liberal

Sophie Chatel Liberal Pontiac, QC

I'm proposing an amendment so that we can also study carbon pricing adjustments at other countries' borders. This would be very important for the Canadian economy.

11:55 a.m.

Liberal

The Chair Liberal Francis Scarpaleggia

The amendment is in order.

It's pushing the envelope, but I rule that it's receivable.

Do you have the exact wording, Mrs. Chatel?

11:55 a.m.

Conservative

Dan Mazier Conservative Dauphin—Swan River—Neepawa, MB

Chair, I have a point of order.

Just so the witnesses know, this is totally not planned at all. This should have been two minutes and done. Now we're going to turn it into 20 minutes.

It's just so the witnesses know.

Adam van Koeverden Liberal Milton, ON

I have a point of order, Mr. Chair.

11:55 a.m.

The Chair Liberal Francis Scarpaleggia

I hope it's not a point of debate.

Go ahead.

Liberal

Adam van Koeverden Liberal Milton, ON

We're currently dealing with a motion from the Conservatives. It was their decision to bring it forward.

11:55 a.m.

Conservative

Dan Mazier Conservative Dauphin—Swan River—Neepawa, MB

It's an amendment.

11:55 a.m.

Liberal

Adam van Koeverden Liberal Milton, ON

You didn't have to bring the motion forward.

11:55 a.m.

Liberal

The Chair Liberal Francis Scarpaleggia

We're not going to argue that point.

I would like to see Madame Chatel's amendment in writing.

With the vote coming and with debates on the motion, I think we may have to have the witnesses back.

Would that be all right with you, Mr. Pentland?

11:55 a.m.

Member, Forum for Leadership on Water

Ralph Pentland

I can come back any time.

11:55 a.m.

Liberal

The Chair Liberal Francis Scarpaleggia

Okay, Mr. Pentland would be fine with coming back.

If we could find a mutually convenient date, would the witnesses online be available to come back to answer questions to finish off this segment of the agenda today?

11:55 a.m.

Director, Watersheds BC

Zita Botelho

Thank you, Mr. Chair.

The Chair Liberal Francis Scarpaleggia

Okay. Perfect.

I'm going to excuse the witnesses at this point. Hopefully we can get through this quickly, so that we can have our second panel.

Ms. Pauzé, you have the floor.
