I wouldn't want to speculate on whether it could have developed this strategy. In terms of the functions of the agencies, Environment and Climate Change Canada works on flood prediction and Agriculture Canada works on drought prediction, so I would say that in terms of developing this strategy, those organizations could be in a position to develop a strategy.
