Mr. Mueller, maybe I didn't ask the question well. The entire system we're looking at has a bunch of public dollars and a bunch of private dollars going in to motivate certain behaviours and choices to be made.
The value proposition, or the cost-benefit analysis, needs to be positive in order for us to justify continuing any particular program in any particular type of home, dwelling, or commercial or multi-family residential thing. We need to measure that. How do we measure the efficiency of the dollars, which are public dollars, spent in this program?
