We did not have emissions data in our study. That's not to say that I don't recommend linking emissions data, but it's actually quite complex to get an emissions picture, in the sense that you have to then look at marginal emission factors and not just at averages to get an accurate measure of how much emissions actually fell. Almost mechanically, though, one thing I can say is that if you're saving less than predicted, then of course the emissions savings will be less than predicted.
