The Communauté métropolitaine de Montréal has taken action in this regard, and the Government of Quebec has also stated its intention. You seemed to say that we weren't really there yet, but from what I understand, electrification and heat pumps make financial sense for households.
What is preventing us from getting there? Other countries are moving on this. Why wouldn't Canada do the same when others are moving quickly, particularly in Quebec?
