Let me back up and maybe clarify my question: It's how to do it in terms of the effectiveness of that assessment and what to do when it's not. We've heard some testimony and evidence in those discussions that these retrofits aren't really as effective as we had hoped they would be, especially based on modelling. We're trying to measure reality versus hopes. How do we address that discrepancy?
